David “Kip” Koontz is best known for his work in helping to ensure that all Americans are granted equal rights under the law. He has championed the causes of economic rights, equality for women, people of color and gays and lesbians. Mr. Koontz, was a candidate for House of Delegates, District 3 in 1998, and a candidate for Frederick City alderman in 2001 and has served on various public boards and commissions. Mr. Koontz is a graduate of McDaniel College (formerly Western Maryland College). He is employed by a local advertising firm and lives in the Historic District of downtown Frederick. He is a native of Hagerstown.
